Michael Kelly (House of Cards, Jack Ryan), Rhenzy Feliz (Marvel's Runaways), Shohreh Aghdashloo (House of Sand and Mist), Michael Zegen (La maravillosa señora Maisel), Cristin Milioti (Cómo conocí a vuestra madre), James Madio (Band of Brothers), Scott Cohen (Gilmore Girls) y Deidre O'Connell (Daredevil) completan el reparto de la serie, encabezado por Colin Farrell en el papel principal.
El pingüino estará dirigida por Craig Zobel (Mare of Easttown) y contará con Lauren LeFranc (Agents of SHIELD) como showrunner. Habrá ocho episodios en total.
